UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment. In addition, UNDP also addresses the Syrian Crisis Response and Resilience relying on its experience in these three major areas.  UNDP Turkey also has a leadership role in promoting resilience-based development approach for overall Syria crisis response in Turkey.

Gender Equality is one of the core objectives of UNDP and is implemented throughout the organization in a two-pronged approach: mainstreaming gender in all core practices; and dedicated interventions that empower women and promote gender equality. UNDPs work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Millennium Declaration, Sustainable Development Goals (SDGs), and country specific gender priorities.

UNDP Turkey CO also adopts Gender Equality Seal process and integrates this important tool into its available mechanisms. In the upcoming CPD period CO targets to establish a stronger support system in CO on gender equality to provide high level support to national stakeholders as well as CO senior management and team. The ToR at hand is for the Gender Analyst, being one of the key staff members in CO.

The Gender Analyst will work under overall supervision of Deputy Resident Representative and direct supervision of the Assistant Resident Representative, Head of Programme (ARR/P).  In addition, Gender Analyst will work closely with Portfolio and Operations Teams in Ankara and field project offices in order to ensure that integration of gender issues is ensured in all areas.

 

Summary of Key Functions:

  • Development and implementation of UNDP CO’s strategy in results – based management, results monitoring and reporting framework in according to UNDP Global, regional and national based plans.
  • Substantive knowledge building and knowledge sharing on gender equality and gender mainstreaming.
  • Mainstreaming of gender equality, women’s empowerment and other related cross-cutting issues into all program/operations and project implementation levels with supporting tools.
  • Compilation, analysis and interpretation of gender issues and statistical data, thorough research and preparation of top-quality analysis and reports.
  • Provision of top-quality analysis and substantive inputs to UNSDCF, CPD and other strategic documents.
  • Advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.
  • Production and launch of gender reports.
  • Contribution to sub-regional, regional and inter-agency initiatives related to gender issues.
  • Representation of UNDP in different working groups and interagency working groups.

 

2.  Provides policy advice and facilitation of knowledge building and management focusing on achievement of the following results:

  • Facilitates knowledge building and mainstreaming of gender in related perspectives within UNDP programmes and actively participates in corporate UNDP knowledge creation.
  • Provision of policy options and high-quality advisory inputs to UNDP programmes and projects to ensure these are responsive to national policies, priorities and strategic plans, and advance UNDP’s corporate goals.
  • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned.
  • Assessment of the country’s gender policies and their impact on poverty reduction, growth, equity, equality etc.
  • Training and capacity building support for UNDP staff and Government officials, public institutions on gender issues.

 

3.Ensures effective management of the CO programme and gender specific portfolio focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results.

  • Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP priorities into national interventions. Coordination of programme implementation with the executing agencies.
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
  • Quarterly reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

 

4. Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results:

  • Development of partnerships with other UN Agencies and task teams, including the Joint UN Result Group Teams and other UN task teams. Also the analyst will strengthen partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation.
  • Production of periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ.
  • Undertaking of selected studies/research on emerging development concerns that feed into government/development partners’ processes

Education:

Master’s Degree in social sciences especially gender studies, or related field or relevant discipline

Experience:

Minimum Requirement

At least 2 years of relevant experience at the national or international level in providing advisory services, hands-on experience in design, monitoring and evaluation of development projects.

A first level university degree in social sciences especially gender studies, or related field with a combination of 4 years of relevant experience at the national or international level in providing advisory services, hands-on experience in design, monitoring and evaluation of development projects in lieu of the advanced university degree.

Specific Requirement

  • At least 5 years of demonstrated experience in the area of gender equality and women’s empowerment with particular focus on gender mainstreaming in policies and programing;
  • Extensive experience in research and policy-level analysis.
  • Substantial experience in design, monitoring and evaluation of gender projects
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data
  • Experience in mainstreaming of gender equality and women’s empowerment in monitoring and evaluation of development projects is required.
  • Substantive knowledge in development issues in general in Turkey and UNDP’s practice areas is an asset

Language requirements:

Fluency in written and oral English and Turkish
