Position Title: Cultural Affairs Assistant (Temporary Cultural Affairs Assistant)

The Cultural Affairs Assistant for Civil Society Issues serves as the principal adviser to the Mission on range of programming dealing with civil society development, including youth, science technology, engineering and math (STEM), democracy, and education. Under the supervision of the Cultural Affairs Officer, the incumbent develops, plans, organizes, and implements Mission’s civil society and exchange programming while exercising a high degree of initiative and using independent judgement. The employee is responsible for developing the Mission’s strategy for civil society outreach and policy. The employee develops and maintains high-level contacts with government, civil society, youth, and non-governmental organizations (NGOs). The employee recommends specific programs, tactics, and funding levels for supporting organizational priorities, goals, and objectives.
Qualifications and Evaluations
EXPERIENCE: A minimum of two years experience in program development, grants development, or exchange programs.
JOB KNOWLEDGE: In depth and extensive knowledge of Turkish government policies regarding civil society and democracy are essential. The employee must understand Mission priorities and objectives in terms of educational programming. The employee must understand the procedures required to create a Post-funded program and be able to solicit and execute such programs. The employee must be familiar with both the U.S. and Turkish educational systems, and have the ability to administer exchange programs with minimal oversight.
Bachelor’s Degree in social sciences or related field.
LANGUAGE: Level IV English and Level IV Turkish for speaking, reading, and writing are required. The employee must be able to accurately interpret and translate from Turkish into English, and vice versa. This may be tested.
SKILLS AND ABILITIES: Must be able to write grant proposals, evaluations, and briefing papers. Must be able to negotiate with U.S. and Turkish NGOs on Embassy-sponsored programs. Must have excellent communication skills and be culturally sensitive. Ability to draft correspondence in English and Turkish, brief Mission personnel on civil society policy dynamics, and develop and maintain high level contacts is also required. The individual must be confident in their ability to brief senior level officials on civil society development. Individual will also be responsible for creating and implements event for senior U.S. Government officials which may include high-level authorities.
